Both the lower level and upper level rooms can be arranged in a flexible manner for formal hearings. The layout provides for a hearing chamber, committee room, respondent legal room, prosecuting legal room, witnesses and stenographer rooms.

The hearing rooms are already being used by a large number of healthcare regulatory bodies and an accountancy body for their formal disciplinary hearings which are heard in public.
